Special Council Meeting Wednesday December 22nd at 10:30 am in the Baptist (Church) Social Room.

I for one am curious what “special” Boro Business is to be covered in this meeting only 9 days before the newly elected council members are seated? Check back for a transcript of this meeting Wednesday afternoon.

Summary of meeting
Attendees: Jack Downton Mayor, Keith Paine Council Member, Darryl Haynes Council Member, Donald Haynes Jr. Council Member, Charles Levchak Council Member (Note: Secretary was not present, Darryl Haynes took notes)
Business:
• Meeting starts with Pledge of Allegiance (10:30 am)
• Make a payment to Chris Miller for $1365 (chip road)
• Motion to Pay all bills monthly for 2022. This seemed odd and may be a preemptive move to assume the bills for the Starrucca Baptist Church.
• Motion to extend the contract with the Treasurer till the end of year books were complete. There was much public discussion about the lack of transparency into the Borough finances (credits and debits) and in the council meeting minutes. Additionally the person nominated had already resigned their position several months ago.
• Notice that Borough has entered into negotiations with the Starrucca Baptist Church to purchase the Starrucca Baptist Church for use at the Town municipal building for a price of $75,000. ($57,000 as down payment and $18,000 finance over 5 years at 2.5% interest (approx $3,600 a year)). A contract has been drawn up but not finalized or singed.
• There was much open discussion about the use of the property, by both the Starrucca Baptist Church, and the borough, division of liability insurance, fire and heating and general maintenance, conflicts between church and state use of the property, as well as much discussion on the Starrucca Baptist Church (org?) defaulting or disolving and what the repercussions for the Borough would be
• Deal has be in negotiations for several months with 4 members of the Church. (Julie, Alice, Leanne, and Lillian)
• Council members are expecting to close the deal in 2022.
• There was much discussion around borough finances, proceeds of the sale of the community hall, and general lack of visibility or accountability of the council finical operations and budget.
