Starrucca Borough Council's motion to transfer $11,214.78 from their FEMA Account into their General Fund. In August of 2006, they made a motion to deduct $11,240 to "save on sales tax "by breaking out the costs for materials from a 2005 contract awarded in 2005 with Miller Brothers Earth Moving for disasters PA DR-1557 and PA DR-1587. Starrucca Borough has a tax exempt number and is exempt from sales tax.

Starrucca Borough makes motion to change the northern boundary of Starrucca Borough. This was done through a joint resolution between Starrucca Borough and Scott Township both located in Wayne County, Pennsylvania. Boundary Procedure under Borough Code was not followed. The boundary change extended Penn Hill and Kellogg Road. The original survey of the northern boundary was ignored by Council and the boundary was based on Wayne County tax maps.
