Nov 1st 2021 - Starrucca Borough Council Meeting

In this meeting the hits keep coming:

• The secretary resigns and hired back to “pay bills and write checks until Dec 31st 2021

• Keith Payne records meeting “and will find someone to make the minutes”

• Council Member Mary Ann DeBalko’s resignation is accepted (email dated Oct 15th)

• July 21st special meeting minutes are accepted.

• Laura Travis from Scott township advises council that they can’t do winter maintence on Kellogg Rd. and council then hires Chris Miller to do said maintence.

• The Borough saved money on printing by only having one copy of the budget to share for review by members, as well as not even having an agenda (so that’s at least 10 sheets of paper saved).

• Once again none of the council members bring any supporting documents to the meeting for discussion. including copies of the bills that are to be paid and any contracts agreed to. Details.

• Traditions are maintained and no contracts are open to bids

• In the minutes from the September meeting a Motion passed at the previous meeting for a “majority” of council (Darl, Keith, Mary Ann which is only 3 of 7 members) to purchase property on behalf of the borough. NOTE this is before Mary Ann’s letter of resignation is read and accepted the next month. Kirk is conspicuously absent and effectively only Darl and Keith are on this “majority”
